Project Description
RFQ for Architectural and Engineering Team Led by an Executive Team for a New Fire Training Facility
The A/E Team led by an Executive Architect must have expertise in fire training facilities programming and design. The A/E Team will be coordinating design with Public Works Bureau of Architecture (SFPW BOA) that will develop the office/administrative building component of the overall project. SFPW BOA will be the Architect of Record for the office/administrative building. The A/E Team will be responsible for all other building components and the site development in combination with Public Works Bureau of Landscape Architecture (SFPW BOLA) for landscaping. SFPW BOA will render Programming for the entire project. The A/E Team including the Subject Matter Expert (SME) is expected to join SFPW BOA and SFPW BOLA at the beginning of the Schematic Design phase. The A/E Team will provide a peer review of the programming phase when they are brought onboard.

Insurance Type Amount
  1. Questions regarding the RFQ shall be submitted at: DPW-FTF@sfdpw.org, no later than 4:00 p.m. August 31, 2021.
  2. The Local Business Enterprise (“LBE”) Subcontracting Participation Requirement and Good Faith Outreach requirements of Chapter 14B of the San Francisco Administrative Code shall apply to this RFQ. The LBE Subcontracting Participation Requirements for this Solicitation is 20% of the final contract value.
  3. Additional information regarding this requirement is specified in Section 10 of this RFQ. All firms listed to meet the LBE sub-consulting requirement must be certified as LBE firms by CMD as of the due date of this proposal, a list of which can be found here: http://mission.sfgov.org/hrc_certification/.   4. In accordance with San Francisco Administrative Code Chapter 6, no proposal is accepted and no contract in excess of $706,000 is awarded by the City and County of San Francisco until such time as (a) the Mayor or the Mayor’s designee approves the contract for award and (b) the Director of Public Works then issues an order of award. Pursuant to Charter Section 3.105, all contract awards are subject to certification by the Controller as to the availability of funds.
  5. Subject to certain exceptions, Proposers are advised that this Solicitation is subject to the requirements of Administrative Code Chapter 12X, which prohibits the City from entering into a contract with a Proposer that (a) has its headquarters in a state that has enacted a law that perpetuates discrimination against LGBT people and/or has enacted a law that prohibits abortion prior to the viability of the fetus, or (b) will perform any or all of the work on the contract in such a state. Chapter 12X requires the City Administrator to maintain a list of such states, defined as “Covered States” under Administrative Code Sections 12X.2 and 12X.12. The list of Covered States is available on the website of the City Administrator (https://sfgsa.org/chapter-12x-state-ban-list.
