Project Description
San Francisco Public Works (“Public Works”) announces a Request for Qualifications (“RFQ”) inviting interested parties to submit an application for evaluation to be pre-qualified and eligible to respond to a forthcoming Request for Proposal (“RFP”) to perform pre-construction and construction services for the Ingleside District Police Station Replacement Project (“Ingleside Police Station”), located at 1 Sgt. John V. Young Lane, SF, CA 94112. Interested parties responding (“Respondents”) to this RFQ are to be Construction Manager/General Contractors (“CM/GC”) teams consisting of the CM/GC and specified Core Trade Subcontractors in a design-assist capacity capable of performing preconstruction and construction services.

Requirements
  1. Work shall comply with all applicable City requirements, building codes and regulatory agencies’ standards having jurisdiction over the design, construction, and operation of the Ingleside Police Station.
  2. Written questions regarding the RFQ shall be submitted to Samuel.chui@sfdpw.org by no later than 4:00 p.m. November 5, 2021.
  3. The Ingleside District Police Station Replacement Project is considered a “Covered Project” under the Citywide Project Labor Agreement (“PLA”). For more information, please visit: https://sfgov.org/olse/citywide-project-labor-agreement. If you have questions about the PLA, please contact the Office of Labor Standards Enforcement at (415) 554-6573 or prevailingwage@sfgov.org.
  4. The Local Business Enterprise (“LBE”) Subcontracting Participation Requirement and Good Faith Outreach requirements of Chapter 14B of the San Francisco Administrative Code shall apply to this RFQ. The LBE Subcontracting Participation Requirements for this Solicitation is 22% of the final contract value. Additional information regarding this requirement is specified in Section IV of this RFQ. All firms listed to meet the LBE sub-consulting requirement must be certified as LBE firms by CMD as of the due date of this proposal, a list of which can be found here: http://mission.sfgov.org/hrc_certification/.   5. Subject to certain exceptions, Proposers are advised that this Solicitation is subject to the requirements of Administrative Code Chapter 12X, which prohibits the City from entering into a contract with a Proposer that (a) has its headquarters in a state that has enacted a law that perpetuates discrimination against LGBT people and/or has enacted a law that prohibits abortion prior to the viability of the fetus, or (b) will perform any or all of the work on the contract in such a state. Chapter 12X requires the City Administrator to maintain a list of such states, defined as “Covered States” under Administrative Code Sections 12X.2 and 12X.12. The list of Covered States is available on the website of the City Administrator (https://sfgsa.org/chapter-12x-state-ban-list.
