As-Needed Infrastructure Engineering Support Services No.2
San Francisco Public Works (Public Works), a department of the City and County of San Francisco (City), announces a Request for Qualifications (RFQ), seeking to award up to three (3) contracts to pre-qualified Consultant or joint venture firms to provide Infrastructure Engineering Support and related services on an as-needed basis, as defined in the attached RFQ.
The result of this RFQ, through the evaluation and selection process, will be a master agreement with a not to exceed value up to $3,000,000 with each selected consultant. Each master agreement will have a five (5) year term with Contract Service Orders (CSO) or task orders, to be issued during the first four (4) years only.

Requirements
  1. Questions regarding the RFQ must be submitted no later than Wednesday, May 4, 2022, 4:00 P.M., by email to the Contract Manager, Olivia Lee at: olivia.lee@sfdpw.org.
  2. Proposers shall log in and upload complete proposals into the SF City Partner Website, https://sfcitypartner.sfgov.org/pages/index.aspx no later than 2:00:00 P.M. Pacific Time on Wednesday, May 25, 2022. Consultants shall submit Proposals as specified and required in the RFQ. Late submittals will not be considered.
  3. The Local Business Enterprise (“LBE”) Subcontracting Participation Requirement and Good Faith Outreach requirements of Chapter 14B of the San Francisco Administrative Code shall apply to this RFQ. The LBE sub-consulting requirement for this project is 25% of the total value of services to be procured. Rating Bonuses may apply to each Resulting contract to eligible LBE/LBE Joint Venture proposers pursuant to the San Francisco Administrative Code Chapter 14B.   4. In accordance with San Francisco Administrative Code Chapter 6, no proposal is accepted and no contract in excess of the threshold amount, currently $706,000, and as amended from time to time, is awarded by the City and County of San Francisco until such time as (a) the Mayor or the Mayor’s designee approves the contract for award and (b) the Director of Public Works then issues an order of award. Pursuant to Charter Section 3.105, all contract awards are subject to certification by the Controller as to the availability of funds.
  5. Consultants with billing classifications subject to prevailing wages on public works projects may not be awarded a contract unless such Consultants are registered with the Department of Industrial Relations (DIR) at the time of award.   6. This Contract is subject to the requirements of Administrative Code Chapter 12X, which prohibits the City from entering into any Contract with a Consultant that has its United States headquarters in a state with laws that perpetuate discrimination against LGBT populations (“Covered State”) or where any or all of the work on the contract will be performed in any of those states.
