  1. San Francisco Public Works (Public Works), a department of the City and County of San Francisco (City), announces this Request of Qualification to reopen the As-Needed Architectural Services for Health Facilities No.3 pool of qualified Consultants. The Department seeks to retain the services of a qualified Consultant to provide Professional Architectural and Engineering Planning and Design Services for Health Facilities and related services on an as-needed basis. The selected Consultant, including its team of subconsultants, will support the Building Design and Construction Division of Public Works. Projects may include, but not limited to, healthcare facilities under the jurisdiction of the Office of Statewide Health Planning and Development (OSHPD), such as acute care hospital facilities, clinics; and other City-owned facilities.
  2. Pre-proposal conference will not be conducted for this RFQ. Questions regarding the RFQ must be submitted no later than 4:00 PM, PDT on July 20, 2022, by email, to the Contract Manager Olivia Lee at: Olivia.Lee@sfdpw.org.
  3. Proposers shall log in and upload complete proposals into the SF City Partner Website, https://sfcitypartner.sfgov.org/pages/index.aspx no later than 2:00:00 P.M. Pacific Time on August 10, 2022. Consultants shall submit Proposals as specified and required in the RFQ. Late submittals will not be considered.
  4. The Local Business Enterprise (“LBE”) Subcontracting Participation Requirement and Good Faith Outreach requirements of Chapter 14B of the San Francisco Administrative Code shall apply to this RFQ. The LBE sub-consulting requirement for this project is 20% of the total value of services to be procured. Refer to RFQ for specific details of the LBE requirements. Rating Bonuses may apply to each Resulting contract to eligible LBE/LBE Joint Venture proposers pursuant to the San Francisco Administrative Code Chapter 14B.   5. In accordance with San Francisco Administrative Code Chapter 6, no proposal is accepted and no contract in excess of $706,000 is awarded by the City and County of San Francisco until such time as (a) the Mayor or the Mayor’s designee approves the contract for award and (b) the Director of Public Works then issues an order of award. Pursuant to Charter Section 3.105, all contract awards are subject to certification by the Controller as to the availability of funds.
  6. Consultants with billing classifications subject to prevailing wages on public works projects may not be awarded a contract unless such Consultants are registered with the Department of Industrial Relations (DIR) at the time of award.
