Project Description
As-Needed Sediment Characterization and Coastal Engineering Consultation Services
San Francisco Public Works (Public Works), a department of the City and County of San Francisco (City), announces a Request for Qualifications (RFQ), seeking to award up to four (4) master agreements to pre-qualified Consultant or joint venture firms to provide professional sediment characterization and coastal engineering consultant and other related services on City projects on an as-needed basis.
The result of this RFQ, through the evaluation and selection process, will be a master agreement with a not to exceed value up to $900,000 with each selected consultant. Each master agreement will have a five (5) year term with Contract Service Orders (CSO) or task orders, to be issued during the first four (4) years only.

Requirements
  1. Limitation on Communications During Solicitation - From the date this Solicitation is issued until the date the competitive process of this Solicitation is completed (either by cancelation or final Award), Proposers and their subcontractors, vendors, representatives and/or other parties under Proposer’s control, shall communicate solely with the Contract Administrator whose name appears in this Solicitation. Any attempt to communicate with any party other than the Contract Administrator whose name appears in this Solicitation – including any City official, representative or employee – is strictly prohibited. Failure to comply with this communications protocol may, at the sole discretion of City, result in the disqualification of the Proposer or potential Proposer from the competitive process. This protocol does not apply to communications with the City regarding business not related to this Solicitation.
  2. In accordance with San Francisco Administrative Code Chapter 6, no proposal is accepted in excess of the threshold amount, currently at $200,000, and as amended from time to time, is awarded by the City and County of San Francisco until such time as (a) the Department Head recommends the contract for award and (b) the board or commission then adopts a resolution awarding the contract. Pursuant to Charter Section 3.105, all contract awards are subject to certification by the Controller as to the availability of funds.
  3. Consultants with billing classifications subject to prevailing wages on public works projects may not be awarded a contract unless such Consultants are registered with the Department of Industrial Relations (DIR) at the time of award.   4. This Contract is subject to the requirements of Administrative Code Chapter 12X, which prohibits the City from entering into contracts with companies headquartered in states with anti-LGBT and restrictive abortion laws. Proposers are hereby advised that Proposers which have their United States headquarters in a state on the Covered State List, as that term is defined in Administrative Code Section 12X.3, or where any or all of the work on the contract will be performed in a state on the Covered State List may not enter into contracts with the City. A list of states on the Covered State List is available at the website of the City Administrator at https://sfgsa.org/chapter-12x-state-ban-list.
