  1. San Francisco Public Works (Public Works), a department of the City and County of San Francisco (City), seeks to award up to two (2) master agreements (Contracts) to pre-qualified Consultants and/or joint venture (JV) firms to provide professional Electrical Engineering Services, and other related services on City projects on an as-needed basis.
  2. This RFQ is issued through the Micro-LBE Set-Aside Program (MLSAP). Only City and County of San Francisco, Contract Monitoring Division (CMD) certified Micro-LBE Consultants in Electrical Engineering certification category are eligible to submit a Proposal on this Set-Aside RFQ.
  3. On an as-needed basis, the Consultant, including its team of sub-consultants, will be required to support the efforts of City staff in preparing plans, specifications, and cost estimates; perform field investigations and constructability analysis; write reports on condition assessments; provide drafting and project scheduling services, value engineering and peer review consultation, Quality Assurance/Quality Control (QA/QC) review, and recommendations for various types of work. The electrical engineering tasks may include electrical power distribution and lighting system design for both commercial and industrial type facilities that may involve low and medium voltage systems; design involving water and wastewater plant process improvements, power system coordination/reliability studies, process instrumentation and control system (I&C) design, and other electrical engineering consultations.
  4. The result of this RFQ, through the evaluation and selection process, will be a master agreement with each selected consultant firm or team. Each master agreement will have a five (5) year term with Contract Service Orders (CSO) or tasks issued during the first four years only.
  5. The City intends to award up to two (2) master agreements with a not to exceed value of up to $1,200,000 for each master agreement. Public Works reserves the right to change the number of contracts, the contract amount, and have the sole discretion to extend the Contract duration to be awarded consistent with City contracting requirements. Individual CSO’s may only exceed the threshold amount, as updated from time to time, currently at $1,000,000, with pre-approval from the Director of Public Works. The Threshold Amount is subject to change per San Francisco Administrative Code Sec. 6.1.
  6. Since this is an “As-Needed” contract, award of a master agreement does not guarantee that the selected firms will perform all or any portion of the services described in this RFQ, nor does it guarantee that the maximum amount will be expended. The maximum contract dollar amount does not represent a guaranteed revenue source for any of the selected firms.
  7. Submittals will be accepted until 2:00 P.M. Pacific Time, June 7, 2023. Consultants shall submit Proposals as specified and required in the RFQ package. Late submittals will not be considered. Additional Information and Digital files of the RFQ Package may be downloaded at no cost through the Supplier Portal. Notices regarding Addenda and other RFQ changes will also be posted in the Supplier Portal.
  8. The is no LBE Subconsulting Participation requirement for this Contract. For any CMD-related questions, please contact Antonio Tom at Antonio.Tom@sfgov.org.
  9. Questions regarding the RFQ must be submitted no later than May 17, 2023, 4:00 P.M. by email to the Contract Manager Olivia Lee at Olivia.Lee@sfdpw.org.
  10. There will be no pre-proposal conference for this RFQ.
  11. Consultants with billing classifications subject to prevailing wages on public works projects may not be awarded a contract unless such Consultants are registered with the Department of Industrial Relations (DIR) at the time of award.
