Requirements
  1. San Francisco Public Works (Public Works), a department of the City and County of San Francisco (City), seeks to award up to six (6) master agreements (Contracts) to pre-qualified Consultants and/or joint venture (JV) firms to provide professional land surveying Services, and other related services on City projects on an as-needed basis.
  2. The selected Consultants, including its team of sub-consultants, will support the Surveying and Mapping Division of the Bureau of Street-Use and Mapping (BSM) of Public Works. Consultant, with its team of sub-consultants, shall provide services for the following professional land surveying related work. The services will include, but not be limited to:
  3. 1. Topographic Surveys 2. Boundary Surveys 3. Precise Digital Leveling 4. Legal Descriptions 5. General Land Surveying Services, such as Research, Construction Staking, Calculation, Subdivision Survey, etc. 6. Aerial Photogrammetry 7. Airborne Lidar 8. Mobile Lidar 9. Laser 3D Scanning and Post Processing 10. Technological Training 11. AutoCAD Civil 3D Drafting – Version 2018 12. Autodesk Revit – Version 2018 13. Geographic Information Systems (GIS) and Data Entry 14. Map Checking 15. Title Company Support 16. Geodetic Services 17. Geospatial Data Integration (ie. Geoviewer) 18. Monument Preservation
  4. The result of this RFQ, through the evaluation and selection process, will be a master agreement with each selected consultant firm or team. Each master agreement will have a five (5) year term with Contract Service Orders (CSO) or tasks issued during the first four years only.
  5. The City intends to award up to six (6) master agreements with a not to exceed value of up to $2,000,000 for each master agreement. Public Works reserves the right to change the contract amount and have the sole discretion to extend the Contract duration to be awarded consistent with City contracting requirements.
  6. Since this is an “As-Needed” contract, award of a master agreement does not guarantee that the selected firms will perform all or any portion of the services described in this RFQ, nor does it guarantee that the maximum amount will be expended. The maximum contract dollar amount does not represent a guaranteed revenue source for any of the selected firms.
  7. Questions regarding the RFQ must be submitted no later than August 30, 2023, 4:00 P.M., Pacific Time by email to the Contract Manager at: olivia.lee@sfdpw.org.
  8. Submittals will be accepted until 2:00 P.M. Pacific Time, September 20, 2023. Consultants shall submit Proposals as specified and required in the RFQ package. Late submittals will not be considered. Additional Information and Digital files of the RFQ Package may be downloaded at no cost through the Supplier Portal. Notices regarding Addenda and other RFQ changes will also be posted in the Supplier Portal.
  9. The LBE Subconsulting Participation Requirement is 20%. Rating bonuses will be applied as per San Francisco Administrative Code Chapter 14B. Contact Antonio Tom at Antonio.Tom@sfdpw.org for any CMD related questions.
  10. Consultants with billing classifications subject to prevailing wages on public works projects may not be awarded a contract unless such Consultants are registered with the Department of Industrial Relations (DIR) at the time of award.
