Requirements
  1. San Francisco Public Works (Public Works), a department of the City and County of San Francisco (City), seeks to award up to four (4) master agreements (Contracts) to pre-qualified Consultants and/or joint venture (JV) firms to provide Architectural Services for Health Facilities and related services on an as-needed basis.
  2. The selected Consultant, including its team of subconsultants, will support the Building Design and Construction Division of Public Works. The Consultant will provide Professional Architectural and Engineering Planning and Design Services and other related services as described in RFQ Section 2 – Scope of Services. Projects may include, but not limited to, healthcare facilities under the jurisdiction of the Office of Statewide Health Planning and Development (OSHPD), such as acute care hospital facilities, clinics; and other City-owned facilities.
  3. The City intends to award four (4) master agreements (contracts) with a not to exceed value of $3,400,000. Each master agreement will have a five (5) year term with Contract Service Orders (CSO) or tasks issued during the first three years only. Since this is an “As-Needed” contract, award of a master agreement does not guarantee that the selected firms will perform all or any portion of the services described in this RFQ, nor does it guarantee that the maximum amount will be expended. The maximum contract dollar amount does not represent a guaranteed revenue source for any of the selected firms.
  4. Pre-proposal conference will not be conducted for this RFQ. Questions regarding the RFQ must be submitted no later than 4:00 PM, PDT on January 17, 2024, by email, to the Contract Manager Olivia Lee at: Olivia.Lee@sfdpw.org.
  5. Proposers shall log in and upload complete proposals into the SF City Partner Website, https://sfcitypartner.sfgov.org/pages/index.aspx no later than 2:00:00 P.M. Pacific Time on February 28, 2024. Consultants shall submit Proposals as specified and required in the RFQ. Late submittals will not be considered.
  6. The Local Business Enterprise (“LBE”) Subcontracting Participation Requirement and Good Faith Outreach requirements of Chapter 14B of the San Francisco Administrative Code shall apply to this RFQ. The LBE sub-consulting requirement for this project is 20% of the total value of services to be procured. Refer to RFQ for specific details of the LBE requirements. Rating Bonuses may apply to each Resulting contract to eligible LBE/LBE Joint Venture proposers pursuant to the San Francisco Administrative Code Chapter 14B.   7. Consultants with billing classifications subject to prevailing wages on public works projects may not be awarded a contract unless such Consultants are registered with the Department of Industrial Relations (DIR) at the time of award.
