As-Needed Project Controls & Construction Management Services No.4 [Micro-LBE Set-Aside Program]

San Francisco Public Works (Public Works), a department of the City and County of San Francisco (City), seeks to award up to three (3) master agreements (Contracts) to pre-qualified Consultant or joint venture (JV) firms to provide Project Controls and Construction Management related services on City projects on an as-needed basis as described in the attached RFQ. Projects may include infrastructure improvements, building and landscape improvements, and other City-owned facilities.

The result of this RFQ, through the evaluation and selection process, will be a master agreement with a not to exceed value up to $1,500,000 with each selected consultant. Each master agreement will have a five (5) year term with Contract Service Orders (CSO) or task orders, to be issued during the first four years only.

Requirements
  1. Proposers may submit a proposal on more than one of the RFQs for Project Controls and Construction Management Services out for solicitation by Public Works but will be awarded only one (1) contract. A Consultant may be a subconsultant on multiple teams awarded a contract.
  2. Proposers shall log in and upload complete proposals into the SF City Partner Website, https://sfcitypartner.sfgov.org/pages/index.aspx no later than 2:00:00 P.M. Pacific Time on Monday, August 19, 2024. Consultants shall submit Proposals as specified and required in the RFQ. Late submittals will not be considered.
  3. In accordance with San Francisco Administrative Code Chapter 6, no proposal is accepted and no contract in excess of $1,000,000 is awarded by the City and County of San Francisco until such time as (a) the Mayor or the Mayor’s designee approves the contract for award and (b) the Director of Public Works then issues an order of award. Pursuant to Charter Section 3.105, all contract awards are subject to certification by the Controller as to the availability of funds.
  4. Consultants with billing classifications subject to prevailing wages on public works projects may not be awarded a contract unless such Consultants are registered with the Department of Industrial Relations (DIR) at the time of award.
