Pre-Bid/Pre-Proposal Conference

Location:: A virtual Pre-Proposal conference will be held at 10:00 AM, Pacific Time, on August 26, 2024, using Microsoft Teams video conferencing. Separate onsite walkthroughs will be held after the Pre-Proposal conference. Details are listed in Document 00 01 01 of the Project Manual.

Project Description
SFAC AAACC & MCCLA Seismic Improvement Projects

Requirements

On July 1, 2014, the registration program under section 1725.5 of the California Labor Code went into effect. The program requires that all contractors and subcontractors who bid or work on a public works project register and pay an annual fee to the California Department of Industrial Relations (“DIR”).
No contractor or subcontractor may be listed in a bid or awarded a contract for a public works project unless registered with the DIR as required by Labor Code section 1725.5 [with limited exceptions from this requirement for bid purposes only under Labor Code section 1771.1(a)].
The requirements of the Local Business Enterprise Ordinance set forth in Chapter 14B of the San Francisco Administrative Code as it now exists or as it may be amended in the future (collectively the “LBE Ordinance”) shall apply to this RFP. To be eligible for award of this contract, Proposers must agree to comply with the following Local Business Enterprise (LBE) requirements authorized by San Francisco Administrative Code Chapter 12B, Section 12B.4, and Chapter 14B (where applicable), and their implementing Rules and Regulations

Minimum wage rates for this project must comply with the current General Prevailing Wage as determined by the State Department of Industrial Relations. Minimum wage rates other than applicable to General Prevailing Wage must comply with San Francisco Administrative Code, Chapter 12P, Minimum Compensation Ordinance.
In accordance with San Francisco Administrative Code Chapter 6, no proposal is accepted and no contract in excess of $1,000,000 is awarded by the City and County of San Francisco until such time as (a) the Department Head has recommended to the board or commission concerned a Contract for Award and (b) such board or commission has then adopted a resolution awarding the Contract. Pursuant to Charter Section 3.105, all contract awards are subject to certification by the Controller as to the availability of funds.
Right reserved to reject any or all bids and waive any minor irregularities.
Bidders are hereby advised that the Contractor to whom the Contract is awarded must be certified by the Contract Monitoring Division as being in compliance with the Equal Benefits Provisions of Chapter 12B of the Administrative Code within two weeks after notification of award.
Design LBE subcontracting requirement for this Project is 10% Micro-LBE, 10% Small-LBE of the total design services performed. The Construction LBE subcontracting requirement for this Project is 12% Micro-LBE and 8% Small-LBE of the final Contract Sum less the amount applied to the Design LBE subcontracting requirement. A Proposal may be rejected if the City determines that any of the bid item prices are materially unbalanced to the potential detriment of the City.
This contract is subject to the San Francisco Citywide Project Labor Agreement. Refer to Appendix F of the Project Manual for more information.
