Project Description
As-Needed Structural Engineering Services 2026
San Francisco Public Works (Public Works), a department of the City and County of San Francisco (City), seeks to award up to five (5) master agreements to pre-qualified Consultant or Joint Venture firms to provide as-needed structural engineering and related technical services. Assignments will vary in size and complexity, as further described in the RFQ.

Requirements
  1. This RFQ will result in a separate master agreement for each selected consultant with a total contract value not-to-exceed $3,000,000. Each master agreement will have a five-year term; with Contract Service Orders (CSO) issued throughout the contract duration.
  2. The LBE Subcontracting Participation Requirement and Good Faith Outreach requirements of Chapter 14B of the San Francisco Administrative Code shall apply to this RFQ. The LBE subconsulting requirement is 15% of the total value of services. Eligible LBE/LBE Joint Venture proposers may receive Rating Bonuses according to Chapter 14B (see RFQ for details).   3. Proposers shall log in and upload complete proposals into the SF City Partner Website, https://sfcitypartner.sfgov.org/pages/index.aspx no later than 2:00:00 P.M. Pacific Standard Time on Wednesday, February 4, 2026. Consultants shall submit Proposals as specified and required in the RFQ. Late submittals will not be considered.
  4. Consultants with billing classifications subject to prevailing wages on public works projects may not be awarded a contract unless they are registered with the California Department of Industrial Relations (DIR) at the time of award.
