Project Description
As-Needed Pavement Condition Assessment Services 2026
San Francisco Public Works (Public Works), a department of the City and County of San Francisco (City), seeks to award up to four (4) contracts to pre-qualified Consultant or Joint Venture firms to provide professional pavement condition assessment services on as-needed basis. Assignments will vary in size and complexity, as further described in the RFQ.
This RFQ will result in a separate contract (master agreement) for each selected Proposer with a total contract value not-to-exceed $400,000. Each contract will have a five-year term; with Contract Service Orders (CSO) issued throughout the contract duration.

Requirements
  1. The LBE Subcontracting Participation Requirement for this contract has been waived by the Contract Monitoring Division (CMD). For any CMD-related questions, contact James Chung by email at James.Chung@sfgov.org.
  2. Proposal Submission: Proposers shall log in and upload complete proposals into the SF City Partner Website, https://sfcitypartner.sfgov.org/pages/index.aspx no later than 2:00:00 P.M. Pacific Standard Time on Wednesday, September 09, 2026. Consultants shall submit Proposals as specified and required in the RFQ. Late submittals will not be considered.
  3. Prevailing Wage Requirement: Consultants with billing classifications subject to prevailing wages on public works projects may not be awarded a contract unless they are registered with the California Department of Industrial Relations (DIR) at the time of award.
