Project Description
As-Needed Civil Engineering Services 2026
San Francisco Public Works (Public Works), a department of the City and County of San Francisco (City), seeks to award up to five (5) contracts to pre-qualified Consultant or Joint Venture firms to provide professional civil engineering and related services for City projects on as-needed basis. Assignments will vary in size and complexity, as further described in the RFQ.
This RFQ will result in a separate contract (master agreement) for each selected Proposer with a total contract value not-to-exceed $4,500,000. Each contract will have a five-year term; with Contract Service Orders (CSO) issued throughout the contract duration.

Requirements
  1. The LBE subconsulting requirement is 20% of the total value of services. The LBE Subcontracting Participation Requirement and Good Faith Outreach requirements of Chapter 14B of the San Francisco Administrative Code shall apply to this RFQ. Eligible LBE/LBE Joint Venture proposers may receive Rating Bonuses according to Chapter 14B (see RFQ for details).

Prevailing Wage Requirement: Consultants with billing classifications subject to prevailing wages on public works projects may not be awarded a contract unless they are registered with the California Department of Industrial Relations (DIR) at the time of award.
