Project Description
The City and County of San Francisco (City), acting by and through the San Francisco Municipal Transportation Agency (SFMTA) is pleased to present these Instructions to Proposers (ITP) as part of the Request for Proposals (RFP). The RFP seeks competitive Proposals to design, build, finance, and maintain the proposed Potrero Yard Modernization Project (Project) through a joint-development project delivery method. As currently envisioned, the Project would include the construction of a modern bus maintenance and storage facility together with a multifamily residential and commercial project at 2500 Mariposa between 17th, Bryant and Hampshire Streets in the City (Assessor’s Parcel Number 3971-001, the Project Site). The Project is described on the SFMTA’s Project website: https://www.sfmta.com/PotreroYard.
The City pre-qualified the following firms through a Request for Qualifications (“RFQ”) process. Only these three (3) firms, appearing in alphabetical order, were eligible to submit Proposals in response to this RFP: • Potrero Mission Community Partners • Potrero Neighborhood Collective • Potrero Yard Community Partners
On or before December 30, 2021, the City received three Proposals in response to the Request for Proposals for the Potrero Yard Modernization Project (“RFP”). The City has decided to exercise its right under the RFP to request Proposal Revisions from eligible Proposers that submitted responsive Proposals that passed all Administrative Pass-Fail criteria. The eligible Proposers, appearing in alphabetical order, are: • Potrero Mission Community Partners • Potrero Neighborhood Collective

Requirements
  1. Proposers are responsible for reviewing all portions of this RFP, including any and all addenda and appendices. Proposers are to promptly notify the City, in writing, upon discovery of any ambiguity, discrepancy, omission, or other errors in the RFP. Inquiries regarding the RFP and all requests for modification or clarification of the RFP, must be submitted in writing via email to: DPW-SFMTAPotrero@sfdpw.org, and in accordance with the RFP schedule.
  2. The deadline for submitting questions and requests for clarification is by the due date June 3, 2022, 2:00 p.m. (Pacific Time). Modifications and clarifications will be made by addenda as specified in this RFP.
  3. LATE SUBMITTALS WILL NOT BE ACCEPTED AND SUBMITTALS RECEIVED AT THE INCORRECT ADDRESS WILL NOT BE ACCEPTED.

Proposers may obtain copies of the Request for Proposals (“RFP”) documents by going to the Public Works website at: https://bsm.sfdpw.org/ContractAdmin/Login.aspx This RFP is subject to revision after the date of issuance only via written addenda. Any such addenda will be posted on the Public Works website at: https://bsm.sfdpw.org/ContractAdmin/Login.aspx It is each Proposer’s responsibility to obtain all RFP addenda prior to submitting a proposal.
