RFQ for As-Needed Environmental Consulting Services 2025

San Francisco Public Works (Public Works), a department of the City and County of San Francisco (City), seeks to award up to four (4) master agreements (Contracts) to pre-qualified Consultant or joint venture (JV) firms to provide professional environmental consulting services, including but not limited to environmental assessments, regulatory negotiations, risk assessments, water and air quality analysis, hazardous materials management, and site remediation as described in the attached RFQ
.
This RFQ will result in a master agreement for each selected consultant with a total not-to-exceed value of up to $1,500,000. Each master agreement will have a five-year term, with Contract Service Orders (CSO) issued only during the first four years.

The Local Business Enterprise (“LBE”) Subcontracting Participation Requirement and Good Faith Outreach requirements of Chapter 14B of the San Francisco Administrative Code shall apply to this RFQ. The LBE sub-consulting requirement for this project is 20% of the total value of services to be procured. Rating Bonuses may apply to each Resulting contract to eligible LBE/LBE Joint Venture proposers pursuant to the San Francisco Administrative Code Chapter 14B. Requirements
  1. San Francisco Public Works will issue a separate RFQ for As-Needed Environmental Consulting Services solely for City-certified Micro-LBE firms under the Environmental Advisory Services Category. Refer to the RFQ Sourcing Event 9660 for details. Proposers may submit proposals for multiple RFQ Solicitations for Environmental Consulting Services issued by Public Works. However, each Proposer will only be awarded one (1) contract. Proposers may also participate as subconsultants on multiple teams awarded a contract.
  2. Proposers shall log in and upload complete proposals into the SF City Partner Website, https://sfcitypartner.sfgov.org/pages/index.aspx no later than 2:00:00 P.M. Pacific Time on Wednesday, December 11, 2024. Consultants shall submit Proposals as specified and required in the RFQ. Late submittals will not be considered.
  3. In accordance with San Francisco Administrative Code Chapter 6, no proposal is accepted and no contract in excess of $1,000,000 is awarded by the City and County of San Francisco until such time as (a) the Mayor or the Mayor’s designee approves the contract for award and (b) the Director of Public Works then issues an order of award. Pursuant to Charter Section 3.105, all contract awards are subject to certification by the Controller as to the availability of funds.
  4. Consultants with billing classifications subject to prevailing wages on public works projects may not be awarded a contract unless such Consultants are registered with the Department of Industrial Relations (DIR) at the time of award.
