RFQ As-Needed Hazardous Materials Abatement Contracting Services 2025
San Francisco Public Works (Public Works), a department of the City and County of San Francisco (City), seeks to create a pre-qualified pool of Contractors to provide Hazardous Materials Abatement Contracting Services and related services on an as-needed basis as described in the RFQ. Work includes hazardous materials abatement, such as asbestos abatement, lead removal, and other environmental remediation services. The City will award contracts to up to three (3) Proposers that meet the Minimum Qualifications of this RFQ with a not to exceed value up to $3,000,000 with each contractor. Each contract will have a three-year term, with Contract Service Orders or task orders to be issued during the duration of the contract.

Requirements
  1. Proposers may submit a Proposal as a Prime or Joint Venture Partner on only one team, but may also participate as subcontractors on multiple teams awarded a contract.
  2. The Local Business Enterprise (“LBE”) Subcontracting Participation Requirement and Good Faith Outreach requirements of Chapter 14B of the San Francisco Administrative Code shall apply to this RFQ. The LBE subcontracting requirement for this project is 10% of the total value of services to be procured. Public Works encourages participation by City-certified LBEs. Rating Bonuses may apply to each resulting contract for eligible LBE proposers pursuant to the San Francisco Administrative Code Chapter 14B.   3. Proposers shall log in and upload complete proposals into the SF City Partner Website, https://sfcitypartner.sfgov.org/pages/index.aspx no later than 2:00:00 P.M. Pacific Time on Thursday, December 19, 2024. Proposers shall submit Proposals as specified and required in the RFQ. Late submittals will not be considered.
  4. In accordance with San Francisco Administrative Code Chapter 6, no proposal is accepted and no contract in excess of $1,000,000 is awarded by the City and County of San Francisco until such time as (a) the Mayor or the Mayor’s designee approves the contract for award and (b) the Director of Public Works then issues an order of award. Pursuant to Charter Section 3.105, all contract awards are subject to certification by the Controller as to the availability of funds.
  5. Prevailing Wage: Contractors with billing classifications subject to prevailing wages on public works projects may not be awarded a contract unless such Consultants are registered with the Department of Industrial Relations (DIR) at the time of award.
