Project Description
As-Needed LEED and Sustainability Services 2026
San Francisco Public Works (Public Works), a department of the City and County of San Francisco (City), seeks to award up to four (4) master agreements (Contracts) to pre-qualified Consultant or joint venture (JV) firms to provide professional services in Green Building Leadership in Energy and Environmental Design (LEED) Project Certification, circular construction, deconstruction, and commissioning consulting services to support planning, design, construction, and post-construction of San Francisco Municipal Projects, as described in the attached RFQ.

  1. Questions must be submitted by email to the Contract Administrator, at ContractAdmin.Staff@sfdpw.org no later than 4:00 P.M. on October 15, 2025.
  2. The LBE Subcontracting Participation Requirement and Good Faith Outreach requirements of Chapter 14B of the San Francisco Administrative Code shall apply to this RFQ. The LBE sub-consulting requirement for this project is 15% of the total value of services to be procured. Eligible LBE/LBE Joint Venture proposers may receive Rating Bonuses according to Chapter 14B (see RFQ for details).   3. Proposers shall log in and upload complete proposals into the SF City Partner Website, https://sfcitypartner.sfgov.org/pages/index.aspx no later than 2:00:00 P.M. Pacific Standard Time on Thursday, November 13, 2025. Consultants shall submit Proposals as specified and required in the RFQ. Late submittals will not be considered.
  4. In accordance with San Francisco Administrative Code Chapter 6, no proposal is accepted and no contract in excess of $230,000 is awarded by the City and County of San Francisco until such time as (a) the Mayor or the Mayor’s designee approves the contract for award and (b) the Director of Public Works then issues an order of award. Pursuant to Charter Section 3.105, all contract awards are subject to certification by the Controller as to the availability of funds.
  5. Prevailing Wage Requirements: Consultants with billing classifications subject to prevailing wages on public works projects may not be awarded a contract unless such Consultants are registered with the Department of Industrial Relations (DIR) at the time of award.
