Project Description
The City and County of San Francisco (“City”), acting by and through its San Francisco Public Works (“Public Works”), is issuing this Request for Qualifications (“RFQ”) inviting interested parties who have the necessary qualifications as set forth in this RFQ to be pre-qualified to respond to the forthcoming Request for Proposals (“RFP”) to provide Design-Build services for the 1660 Mission Health Recovery and Connection Center project located at 1600 Mission Street, in San Francisco, California. Work shall comply with all applicable building codes and regulatory agencies’ standards having jurisdiction over the design, construction, and operation of the Powell Street Project.
The qualifications of interested parties responding (“Respondents”) to this RFQ will be evaluated through the selection process described in this RFQ. Only the Respondents that are pre-qualified and short-listed through this process (“Qualified Respondents”) will be notified of their eligibility to submit a proposal in response to a forthcoming RFP for the Project.

Requirements
  1. The qualifications of interested parties responding (“Respondents”) to this RFQ will be evaluated through the selection process described in this RFQ. Only the Respondents that are pre-qualified and short-listed through this process (“Qualified Respondents”) will be notified of their eligibility to submit a proposal in response to a forthcoming RFP for the Project.
  2. This contract is subject to the San Francisco Citywide Project Labor Agreement.
  3. Proposers must submit a Safety Prequalification Form, along with corresponding OSHA forms, per San Francisco Administrative Code Chapter 6 requirement for all City construction contracts. Submittal of these forms is required with Proposal submittal. Approval of this documentation and the Safety Prequalification evaluation is required prior to award. Proposers shall submit the Safety Prequalification Form via an online portal link provided in Appendix A1 – Bid Forms (Section 00 45 14), as well as below, on the San Francisco Public Utilities Commission (“PUC”) site. Proposers shall also email OSHA forms 300 and 300A for the previous three (3) years as PDF copies to ContractAdmin.Staff@sfdpw.org.
  4. To be eligible for award of this contract, Proposers must agree to comply with the following Local Business Enterprise (“LBE”) requirements authorized by San Francisco Administrative Code Chapter 12B, Section 12B.4, and Chapter 14B (where applicable), and their implementing Rules and Regulations.
  5. For more information regarding the Contract Monitoring Division (CMD) requirements, see also Section XIV.
  6. No contractor or subcontractor may be listed in a bid or awarded a contract for a public works project unless registered with the DIR as required by Labor Code section 1725.5 [with limited exceptions from this requirement for proposal purposes only under Labor Code section 1771.1(a)].
  7. Minimum wage rates for this project must comply with the current General Prevailing Wage as determined by the State Department of Industrial Relations. Minimum wage rates other than applicable to General Prevailing Wage must comply with San Francisco Administrative Code, Chapter 12P, Minimum Compensation Ordinance.
  8. In accordance with San Francisco Administrative Code Chapter 6, no proposal is accepted and no contract in excess of $1 Million is awarded by the City and County of San Francisco until such time as (a) the Public Works Commission approves the contract for award and (b) the Director of Public Works then issues an order of award. Pursuant to Charter Section 3.105, all contract awards are subject to certification by the Controller as to the availability of funds.
