Requirements
  1. San Francisco Public Works (“Public Works”), a department of the City and County of San Francisco (“City”), is issuing this Request for Qualifications (“RFQ” or “Solicitation”) to solicit proposals from qualified consultants and or joint venture (JV) firms (“Proposers”). Public Works seeks professional services in Geotechnical Engineering, and other related consulting services, on an as-needed basis.
  2. Projects may include a wide range of City-owned facilities, such as civic buildings (office buildings, libraries, cultural centers), public safety facilities (fire and police stations), recreation facilities (recreation centers, clubhouses, pools), healthcare facilities (clinics and acute care interiors), infrastructure projects (pump stations, transportation facilities, EV charging stations), homeless shelters, and correctional facilities.
  3. The LBE Subconsulting Participation Requirement for this Contract is 15%. Public Works encourages responses from City & County of San Francisco certified Local Business Enterprises (LBEs). For any Contract Monitoring Division (CMD) requests, contact Ivan Oldenkamp at Ivan.Oldenkamp@sfgov.org.
  4. The City anticipates award up to four (4) master agreements, each with a not-to-exceed (“NTE”) value of $3,000,000 over the five-year term. Public Works reserves the right, consistent with City contracting requirements, to adjust the number of contracts.
  5. Since this is an “As-Needed” contract, award of a master agreement does not guarantee that the selected firms will perform all or any portion of the services described in this RFQ, nor does it guarantee that the maximum amount will be expended. The maximum contract dollar amount does not represent a guaranteed revenue source for any of the selected firms.
  6. A pre-proposal conference will not be conducted for this project.
  7. Questions regarding the RFQ must be submitted no later than 4:00 P.M. Pacific Time on Wednesday, January 21, 2026 by email to the Contract Administrator, Don Sy at: ContractAdmin.Staff@sfdpw.org.
  8. Proposers shall log in and upload complete proposals into the SF City Partner Website, https://sfcitypartner.sfgov.org/ no later than 2:00:00 P.M. Pacific Time on Wednesday, February 18, 2026. Consultants shall submit Proposals as specified and required in the RFQ. Late submittals will not be considered.
  9. Additional Information and Digital files of the RFQ Package may be downloaded at no cost through the SF City Partner Website at https://sfcitypartner.sfgov.org/. Notices regarding Addenda and other RFQ changes will also be posted on SF City Partner Website.
  10. Consultants with billing classifications subject to prevailing wages on public works projects may not be awarded a contract unless such Consultants are registered with the Department of Industrial Relations (DIR) at the time of award.
